AMMO-PNBAC2-2022-08 5.56mm Squad Automatic Weapon (2021) Acquisition Project of the Philippine Navy (Marines)

 The Philippine Navy has raised a requirement for the acquisition of new 5.56mm Squad Automatic Weapons (SAW) for the Philippine Marine Corps (PMC).


This was to address the shortage of SAWs in PMC service, and to improve the overall firepower delivery capability of individual Marine squads.

With this, the Philippine Navy, through its Bids and Awards Committee (BAC-2), invited manufacturers and suppliers of light machine guns to submit a bid for the 5.56mm Squad Automatic Weapon (SAW) Acquisition Project (2021).

Overview:

The PMC has been using the Belgian-made FN Minimi as its standard 5.56mm SAW, but only less than 80 units received in 2003 as part of a joint acquisition with the Philippine Army, and many are either lost in combat, or are damaged and needs replacement.

Currently, typical Marine Squads are using the M60E3/E4 7.62mm machine guns, which are heavier than a 5.56mm SAW at more than 10.5 kilograms for the machine gun alone. In comparison, typical 5.56mm SAWs or even newer 7.62mm light machine guns weight less than 8.5 kilograms.

Providing a lighter SAW helps the automatic rifleman, as shaving a few kilos off the weight of his weapon allows for reasonable comfort and better movement.

With the PMC moving to change its Table of Organization for Marine Squads soon with the upcoming introduction of new weapons and equipment, it was decided that a new SAW are needed to equip future Marine Squads to replace or complement the existing FN Minimi.

Technical Requirements:

Based on the technical specifications provided by the Philippine Navy, the SAWs shall have the following:

Caliber: 5.56mm x 45mm NATO
Overall Length: between 800mm to 1,041.40mm
Overall Weight: between 6.0kg to 8.16kg
Barrel: 408.94mm (16.1 inches) to 533mm (21 inches), quick changeable

Possible Options:

Since the procurement process is through public bidding, it is possible that several companies would be submitting their bids.

Machine gun manufacturers such as Israel Weapon Industries (IWI), S&T Motiv, Heckler & Koch, FN Herstal and ST Kinetics have local representatives in the country and are expected to participate.

They are expected to offer the IWI Negev NG5, the S&T Motiv K3, the H&K MG4, the FN Herstal Minimi or M239, and the Ultimax 100.

The Philippine National Police and the Philippine Coast Guard already operate the IWI Negev, with the Negev NG5 and NG7 being the standard SAW of the PNP Regional Mobile Battalions and Special Action Force, while the PCG has the Negev NG7 as ship-board machine gun and with the PCG's Special Operations Unit. While FN Herstal's Minimi is believed to have an advantage, being already in service with the PMC, it may not be the case. First of, the requirement is for a Gas-Operated, Rotating Bolt operating system. The FN Minimi / M249 uses Gas-Operated, Open Bolt operating system.

Then there's the issue of the Belgian Government still banning the sale of weapons, firearms, and related equipment to the Philippines. Among the reasons why the FN Minimi in PMC service may need replacement is also because of this. MaxDefense Philippines received documents from sources showing difficulties in obtaining parts for the FN Minimi SAW due to FN Herstal's non-commitment to supply them.

Also, the H&K MG4 may be out of the contention, as the requirement calls for a SAW that has a 3-burst semi automatic mode of firing. The MG4 only fires in automatic mode. The requirement also calls for a SAW capable of using a 30-round STANAG magazine, which the MG4 isn't capable of.

It remains to be seen if the S&T Motiv K3 can be fired in semi-automatic mode, as most online sources say it can only be fired in automatic full-burst mode. 

It also remains to be seen if the latest Ultimax 100, the Mk.8, can also be fired in semi-automatic, and available with 200-round magazine. Our parent page MaxDefense Philippines received info from one of its Singaporean community members that it does fire in semi-automatic mode.

This leaves the IWI Negev NG5 as the most viable option. The Negev NG5 meets all the physical dimensions, feeding system, mode of firing, and all other requirements.

The Negev NG5 can also be fitted with optics, with those from Israeli optics manufacturer Meprolight made specifically for IWI products like the Negev.

18 August 2021:

The Philippine Navy Bids and Awards Committee 2 (PN BAC2) has opened a new tender for acquisition of 5.56mm Squad Automatic Weapons for the Philippine Marine Corps.

The ITB was made available on 10 June 2021, and the Submission and Opening of Bid Envelopes (SOBE) was scheduled on 13 July 2021.

The bidding failed, and a new attempt was made with the ITB was made available on 20 July 2021 and SOBE was scheduled on 24 August 2021.

The Department of Budget and Management (DBM) has released the full funding for the 5.56mm Squad Automatic Weapon Acquisition Project (2021) of the Philippine Navy, although the funds released was based on the project ABC rather than on the winning bidder's offer.

The SARO-BMB-D-007029 worth Php200,000,000.00 was combined with another acquisition project for the Philippine Marine Corps, and was released on 16 August 2021.

Also, it appears that the Submission and Opening of Bid Envelopes (SOBE) will still push through on 24 August 2021, although we do not have information yet on  which companies submitted their bids.

25 October 2021:

A new bidding attempt was raised by the Philippine Navy, as the first bidding process has failed. PHILGeps indicated that the bidding failed due to absence of eligible bidder.

Since the process of the tender already reached several months, it is possible that the winning bidder was declared non-compliant and was probably post-disqualified. 

The ITB was re-issued on 01 October 2021, with the bidding's SOBE now scheduled on 19 October 2021.

30 January 2022:

The bidding for this project has been declared a failure as of 21 January 2022, after the bidder was post-disqualified for non-compliance to requirements under Tab K of Section VIII.

This means the Philippine Navy will either attempt another public bidding, or conduct direct negotiations.

14 April 2022:

Another bidding attempt was raised on March 2022. But this bidding for the acquisition of 5.56mm Squad Automatic Weapons has been declared a failure after the no proponent submitted a bid, which was suppose to be last 07 April 2022.

It remains to be seen if a new bidding attempt would be made.

25 April 2022:

A new bidding attempt has been made by the Philippine Navy, with the ITB released on 18 April 2022, and the SOBE scheduled on 06 May 2022.

We will be following this to see the bidding attempt would be successful this time.

11 July 2022:

Turkish defense page TurDef Global Defence News has reported that the Philippine Navy has signed a contract with Turkish arms manufacturer Systems Defence on 04 July 2022 in Ankara, Turkey for the supply of the MRF56 5.56x45mm NATO light machine gun.

The project involves 160 units, which is what was specified in the tender requirements, and is expected to be delivered in 2 months.

So far we are unable to determine the exact amount of the contract, but the selection of MRF56 is an interesting decision.

System Defence is a very young arms manufacturer, established only in 2018. The MRF56 was also among those first displayed internationally during IDEF 2021 defense exhibition in Istanbul, Turkey.

The MFR56 uses an AR-15 lower receiver, and is fed from an M27 belt, similar to those used on the FN Minimi and IWI Negev, and can also use STANAG magazines.

It weighs around 4.2kg empty, and 4.8kg loaded, which makes it far lighter than most Squad Automatic Weapons / Light Machineguns available in the market, and also has a quick change barrel feature.

31 May 2023:

It appears that the Philippine Marine Corps has finally received their new MFR56 5.56x45mm NATO Light Machine Gun, manufactured by System Defence of Turkey.

160 units were ordered as part of the PMC's 5.56mm Squad Automatic Weapon Acquisition Project, which was tendered for public bidding back in 2021 and awarded to System Defense in 2022.

The photos show that the PMC has started training with the new LMG/SAW which means delivery may have already started a few months ago.

This procurement may open the floodgate for follow-on orders to make it the standard SAW of the entire PMC.

The contract includes training the initial batch of personnel from the Philippine Marine Corps, which will act as trainers themselves for operators and armorers that will handle or be assigned with the firearms.

Delivery-wise, it appears that we can say it has been completed.

Minor Firepower/Fire Support Projects of the Philippine Navy under the AFPMP Capability Upgrade Program

Due to the numerous minor projects involved in the AFP Modernization Program's Capability Upgrade Program of the Philippine Navy and of all other branch services, MaxDefense Philippines decided to combine them to resources pages based on their classification according to Department of National Defense (DND) official documents.

In this case, we focus on Minor "Firepower / Fire Support" Projects under the AFPMP Capability Upgrade Program of the Philippine Navy, which are projects classified under Force Protection Projects that are less than Php100 million in value.

The project names would still be individually listed in the MaxDefense Philippines' AFP & PCG Modernization Resource Portals and on Philippine Defense Resource's List of Modernization Projects, but will be linked into each of the grouped resource pages of each branch service. MaxDefense Philippines will follow numbering based on its listing from DND documents.

42. 40mm Grenade Launchers


Overview:

The project involves the acquisition of 720 units of 40mm M203-type grenade launchers that would be attached to the service's Remington R4A3 5.56mm rifles.

These would improve the firepower of Marine squads, as the R4A3 rifles did not include grenade launchers when they were distributed to the troops. Previously, the Marines retained the older M16A1 with M203 grenade launchers for use by Marine grenadiers, despite the riflemen already moving to the newer R4A3 rifle.

The project was a US Foreign Military Sales (FMS) deal with the US Department of Defense, with American company Airtronic USA receiving the contract to supply the grenade launchers with their M203EXPIC 40mm grenade launchers.

The M203EXPIC can be attached to the R4A3's Picatinny Rail Mount System with ease, and has a longer barrel compared to other M203 variants.

The new M203EXPIC grenade launchers were delivered to the Philippine Marine Corps, with the project considered completed as of early 2016.

43. 7.62mm Sniper Rifles

Overview:

The project involves the acquisition of 85 units of 7.62mm Sniper Rifles, which would replace older models and for use by the Marine Scout Snipers.

The PMC already uses the Remington M40 sniper rifles, and this would be a repeat order for more units. This will enable to replacement of the ageing M21 sniper rifle, which are based on the M14 7.62mm battle rifle.

The project was a US Foreign Military Sales (FMS) deal with the US Department of Defense, with American company Remington Defense receiving the contract to supply the rifles with their M40A5 sniper rifle.

The new rifles were delivered in 2017, with the project also declared as completed.

48. Light Armor System Upgrade (LARSU) Firepower Phase 2

Overview:

The project involves the upgrade works on four V-150 Commando wheeled armored vehicles of the Philippine Marine Corps, which have been in service since the late 1970s.

This is the second time that a LARSU project was done for the PMC, with an earlier one completed back in 2007 and also involved the upgrade of V-150 Commando armored vehicles.

The works include upgrades on the V-150's turret and weapon system, and repair works on the vehicles including replacement of damaged parts.

The project's procurement method was done through a 2-stage Public Bidding, with India's Larsen & Toubro winning the tender and awarded the contract in 2014.

The project was said to have been completed in 2016.

CANCELLED FIREPOWER / FIRE SUPPORT PROJECTS:

These projects did not reach pre-procurement stages , or were cancelled during planning or procurement process due to a variety of reasons, as indicated:


1. Shoulder-Launched Multi-Purpose Assault Weapon

The project was meant to procure 24 units of Mk. 153 Shoulder-Launched Multipurpose Assault Weapon (SMAW) and 240 rounds of munitions for the Philippine Marine Corps.

The weapons would provide the service with a heavier infantry weapon that can be used against hardened bunkers or as a light anti-tank weapon, which would complement the lighter M72 LAW and Armbrust assault weapons.

The budget for the project was Php229,080,000.00 and would be procured through US Foreign Military Sales (FMS) program.

But the deal did not push through for still unknown reasons, and details about the project was non-existent in DND AFP Modernization reports from 2015 to 2018, and the project was most likely cancelled.

2. 60mm Mortar Project:

The project was intended for the acquisition of 55 units of 60mm mortars to improve the fire support capabilities of Marine units.

An ABC worth Php38,500,000.00 was allocated for the project, with plans to acquire the M224 60mm mortar through US Foreign Military Sales (FMS) program.

More funding was made available later on with the cancellation and shifting of the budget of the 81mm Mortar project to the 60mm Mortar project. This allowed for the acquisition of more M224 mortars, although no final number was made available.

The project did not reach procurement stage, and was cancelled and the budget 
repurposed for other projects.

The project was again raised as part of the Horizon 2 phase of the Revised AFP Modernization Program in 2018, but with a different specifications, budget and quantity requirement, and procurement method.

3. 81mm Mortar Project:

Another project that involves the acquisition of new mortars, this one specifically for 29 units of M252 81mm mortars. 

An ABC worth Php33,350,000.00 was initially allocated for the project, but this was found to be not enough for 29 units. This prompted the Philippine Marine Corps to reduce the quantity to be acquired to just 21 units, with the acquisition to be done through US Foreign Military Sales (FMS) program.

Eventually the project was cancelled, with the funds shifted to the acquisition of 60mm Mortars, which later on was cancelled as well for still unknown reasons.

10. Hydrographic Survey Equipment and Data Processors

Overview:

The project was meant to provide the Philippine Navy with 1 lot each of Hydrographic Survey Equipment, and 1 lot for Data Processors to support the equipment.

This is so far among the cheapest projects in the AFP Modernization Program, with a budget of only Php4,300,000.00 (around $97.000).

The project acquisition was through a public bidding, with local company De Leon Import and Export - ACW COMPUADD Philippines Joint Venture winning the project. Contract for Lot 1 was signed on 20 December 2004, while contract for Lot 2 was signed on 07 January 2005.

Lot 1 was delivered on 07 April 2005, although the supplier requested for time extension to deliver Lot 2 due to the need to replace the computers and scanners originally offered to the Philippine Navy as they were already out of production and considered obsolete.

For some reason, it took years before the project was declared complete on January 2011.

While there is no data on what equipment were acquired, it is believed that it could be the SSS-100K/600K Side Scanning Sonar built by JW Fishers Manufacturing Inc.

The PN operates the SSS-100K/600K Side Scan Sonar, which has been used in several occasions during emergencies.

13. Coast Watch System (Taganak and Sanga-Sanga) Upgrade Equipment Acquisition Project

Overview:

The project was meant to upgrade the existing Coast Watch maritime monitoring systems in Coast Watch Taganak and Coast Watch Sanga-Sanga, both of which in the Tawi-Tawi province and at the edge of Philippine territory with Malaysia.

No exact details were provided or made public but the project appears to involve improving the link between the Coast Watch system to the command posts coordinating all Coast Watch systems in the area, as well as improving the surface search radar system.

The project was acquired via a 2-stage Public Bidding system, with Scan Marine - Interpacific Tech Ltd. Joint Venture winning the tender. The project's Notice of Award was released on 21 February 2005.

The project was declared complete by the Department of National Defense (DND) as of September 2010.

21. Binoculars Acquisition Project (Joint Acquisition with the Philippine Army)

Overview:

The project involves the acquisition of 1,550 new binoculars for both the Philippine Army and Philippine Navy (Marines).

We do not have the exact quantities for each service branch but it is expected that the Philippine Army received majority of the binoculars ordered.

The project was acquired via Public Bidding and had an Approved Budget for Contract (ABC) worth Php27,350,000.00. The project's bids opening was held on 16 May 2007, with Willi Hanh Enterprises winning the tender and received the NOA on 14 September 2007.

The company supplier the Hahn Commando 7x40 WR binoculars, which are said to be locally made in Cebu. It was said to be similar in quality to imported binocular brands from Sightron, Steiner, Bushnell and Leupold.

It has an independent range finder reticle, built to military specifications, and is shock-proof, fog-proof, and water-proof.

The deliveries were said to have been completed as of July 2008.

30. Coast Watch Station (Tinaca and Mangsee) Acquisition Project

Overview:

The project was meant to provide Coast Watch radar systems and equipment for Coast Watch Tinaca and Coast Watch Mangsee, both of which in the southernmost edge of Philippine territory with Indonesia.

No exact details were provided or made public but the project appears to involve the construction of new Coast Watch radar stations including supply of the radar equipment for Coast Watch Tinaca and Coast Watch Mangsee.

The project was declared complete by the Department of National Defense (DND) as of June 2013, although we are still confirming which company won the project, and how much the project costed.

1. Signal Intelligence (SIGINT) Equipment Project:

The project was meant to provide the Philippine Navy with Signal Intelligence (SIGINT) equipment, with a project budget of Php25,000,000.00 taken from the cancelled BO-105 Helicopter Upgrade Phase 1 project.

The project was said to have been approved by the Arroyo administration on November 2005, and will be acquired for the Philippine Navy's Naval Intelligence and Security Force.

But details about the project financing was non-existent in DND AFP Modernization reports from 2008 to 2014, and the project was most likely cancelled.

3. Diving Suit Re-Breathers 


Overview:

The project was meant to supply the Philippine Navy with 40 sets of diving suit re-breather systems, which are used by divers when operating underwater.

Due to lack of detail, it is unknown which unit are the recepient of these re-breathers, but chances are it was acquired for the Naval Special Operations Group (NAVSOG), which was the old name of the Philippine Navy's Naval Special Operations Command (NAVSOCOM).

The project was awarded to Ophir Defence Systems Corporation based in Australia, with the products completely delivered on 26 August 2004.

35. EOD Equipment 

Overview:

The project was meant to supply the Philippine Navy with several sets of EOD equipment including bomb suits and other personal protective equipment.

Due to lack of detail, it is unknown what are included in the project, or which unit received these EOD equipment, although it was confirmed by sources that the Naval Special Operations Group (NAVSOG) received several Med-Eng EOD 9 bomb suits around 2014-2015.

Overview:

The project was meant to supply the Philippine Navy 20 units of 2 1/2-ton trucks to improve its mobility and logistics support capabilities.

The trucks were intended for the Philippine Marine Corps, which use them for troop and supply movement and other utilitarian tasks including humanitarian assistance.

The project was a Government-to-Government (G2G) deal with the South Korean Government, with KIA Motors designated to supply the vehicles with its KM250 6x6 military truck.

This is not the first time the PMC would be ordering KIA KM250, and its selection is a practical one to have commonality across the fleet.

The trucks were completely delivered to the Philippine Marine Corps as of November 2011.

29. Truck, 5-ton Prime Mover for 155mm Howitzer

Overview:

The project was meant to supply the Philippine Navy 6 units of 5-ton prime mover trucks which would be used to support the towing of the Philippine Marine Corps' 155mm M71 towed howitzers, and carry its crew and munitions.

The trucks can also be used for other purposes including troop and supply movement and other utilitarian tasks, as well as humanitarian assistance.

The project was a Government-to-Government (G2G) deal with the South Korean Government, with KIA Motors designated to supply the vehicles with its KM500 6x6 military truck.

This is the first time the Philippine Marine Corps will acquire the KM500 series truck, although the Armed Forces of the Philippines especially the Philippine Army already have them in their fleet, and support and supply chain is already present.

The trucks were completely delivered to the Philippine Marine Corps as of November 2011.

31. Rigid Hull Inflatable Boats (2012)

Overview:

The project was originally meant to supply the Philippine Navy with 2 units of Rigid-Hull Inflatable Boats (RHIB) for offensive and defensive operations, and with an Approved Budget of Contract (ABC) worth Php40,000,000.00.

The first bidding was originally held on 01 October 2004, with Willard Marine declared the single calculated bidder. But Willard Marine failed to provide the needed submission on financial proposals, and the tender was declared a failure.

2 more re-biddings were held in 2005, but all failing. Eventually the project was cancelled.

In 2012, the project was revived with a reduced ABC of only Php38,400,000.00, and the purpose of acquiring them was changed, now with the Naval Special Operations Group (NAVSOG)  in security of unspecified Coast Watch Stations.

The boats are equipped with navigation radar and Global Positioning System (GPS), and have mounts for assortment of weapons including light and heavy machine guns.

The project was being purchased through Public Bidding, with a contract awarded to South Korea's Hanwha Corporation for the supply fo 2 RHIBs with a contract price of Php34,752,000.00.

The RHIBs were completely delivered to the Naval Special Operations Group as of September 2013.

CANCELLED MOBILITY PROJECTS:

These projects did not reach pre-procurement stages, or were cancelled during the planning or procurement process due to a variety of reasons, as indicated:


1. Rigid Hull Inflatable Boat (RHIB) Project (2014):

The project was meant to provide the Philippine Navy with 2 new Rigid Hull Inflatable Boats (RHIB) with Integrated Logistics Support (ILS) Package, with a project budget of Php63,159,000.00, and the invitation issued on July 2014.

The boats were eyed for use for Maritime Interdiction Operations and Gas and Oil Platform (GOPLAT) takedowns.

The RHIBs should be able to function up to sea state 4 condition, has at least 45 knots maximum speed with full load capacity, and shall be capable of carrying a boat team of 4 people, and a NAVSOG team of 10 people.

Delivery was expected to be made in 180 calendar days from issuance of Notice to Proceed (NTP).

It was reported on September 2014 that Anwelh Holdings Inc. was declared the sole compliant bidder, with other bidders' tenders not accepted,  consisting of Stoneworks Specialist International Corp., Propmech Corp., Geneve S.A. Philippines Inc., PT Lundin Industry from Indonesia, and South Korea's Hanwha Corp. 

But details about the project financing was non-existent in DND AFP Modernization reports from 20014 to 2015, and the project was most likely cancelled.


2. Small Amphibian Vehicle Project:

The project was intended for the acquisition of 10 small amphibian vehicles that can be used for combat and humanitarian purposes by the Philippine Marine Corps.

An ABC worth Php105,000,000.00 was allocated for the project in 2013, with the acquisition process through Public Bidding.

The bidding was held on 12 December 2013, with American company Hydratek Inc. winning the tender with a contract amount of Php66,816,934.90. Hydratek reportedly offered their D2488 tracked amphibious vehicles.

With the huge residual amount, the Philippine Navy decided to order another 5 units worth Php33,408,467,000.00 taken from residual amount from the contract.

But Hydratek failed to deliver even a single vehicle to the Philippine Navy / Philippine Marine Corps by 2016, and the contract was cancelled and Hydratek blacklisted from joining any tenders with the Philippine Government.

Instead of re-tendering the project, it was cancelled, and the budget repurposed for other projects.

The Hydratek D2488 tracked amphibious vehicle. A total of 15 were ordered by the Philippine Marine Corps in 2014, but none were delivered until 2016.
