Aviation Engineering Equipment (Lots 1 to 32) Acquisition Project of the Philippine Air Force

 The Philippine Air Force (PAF) has started embarking on the acquisition of Aviation Engineering Equipment to improve its engineering and civil engineering capabilities in support of PAF base maintenance, as well as providing engineering support and humanitarian assistance to the public on behalf of the Philippine government.


These equipment will be provided to the PAF's 355th Aviation Engineering Wing in order to be effective in its functions of providing General Engineering, Aviation Engineering, Combat Support, and Engineering Support during Humanitarian Assistance and Disaster Response (HADR).

The PAF's 355th Aviation Engineering Wing was among the recipients of the AFP's acquisition of Civil Engineering Equipment from China, which is a separate project from the PAF's own Aviation Engineering Equipment acquisition project.

Project Procurement Details:

The Invitation to Bid was released by the Department of National Defense (DND) on 20 February 2019, with the Submission and Opening of Bid Documents scheduled on 13 March 2019.

Based on the Supplemental Bid Bulletin released for the project, it appears that at least three companies were interested in the project: Wilan Merchandising Inc., Civic Merchandising Inc., Concrete Masters Inc.




As of 31 March 2019, MaxDefense has not received confirmation yet if the project was successfully tendered and if a lowest bidder was already confirmed.

20 February 2019:

The DND, through the Philippine Government E-Procurement System (PhilGEPS) website, has released an Invitation to Bid (ITB) for the PAF's Aviation Engineering Equipment acquisition project.

Aside from the ITB, the bid documents were made available on the PhilGEPS website, including the Technical Specifications covering all Lots.

Pre-bid Conference was scheduled on 27 February 2019.

6 March 2019:

A Supplementary Bid Bulletin (DND/AFP-PAF-AEE-Lots1to32-19-03-001) dated 06 March 2019 was released by the DND, answering queries and requests made by at least 3 potential bidders.

Bid opening schedule remains fixed for 13 March 2019.

26 June 2019:

Two lots were already awarded to winning bidders, which means the tender for some of the lots have started. The DND released the Notice of Awards for the said sub-projects.

Lot 5, which involves the supply and delivery of three (3) Prime Movers with Low Bed Trailers was awarded to Civic Merchandising Inc., The same company was also awarded the Lot 9 involving the supply and delivery of four (4) Small Hydrostatic Bulldozers.


With the NOA released, its just a matter of time for the Contract Signing as well as the release of the Notice to Proceed to be made.

Both lots are required to be delivered within 135 calendar days from the release of NTP. If NTP is provided to Civic Merchanding Inc. by 1st week of July 2019, the Prime Movers (tractor heads) and trailers, as well as the small bulldozers should arrive on or before mid-November 2019.

24 January 2020:

After not monitoring these projects for sometime due to numerous changes and delays, MaxDefense / PDR is updating its resource page for the Aviation Engineering Equipment (Lots 1 to 32) Acquisition Project as several lots were awarded last December 2019.

Among the most significant are:

Lots 13, 15, 20, 22, 23, and 24 were awarded to Davao-based Jinyi Import & Export Trading Co. Inc., with the Notice of Awards released on 07 October 2019, and received on 11 October 2019.|

Lot 1 was awarded to Manila-based Siccion Marketing Inc., with the Notice of Award released on 07 October 2019, and received on 14 October 2019.

Lot 8 was awarded to Quezon City-based Civic Merchandising Inc., with the Notice of Award released on 07 October 2019, and received on 09 October 2019.


Lots 27 and 28 were awarded to Jinyi Import & Export Trading Co. Inc., with the Notice of Award released on 22 December 2019, and received on 23 December 2019.

Lot 28 was awarded to Pampanga-based Royce Motor Center Inc., with the Notice of Award released on 22 December 2019, and received on 23 December 2019.

Lot 3 was awarded to Laguna-based Inframachineries Corp., with the NOA released on 22 December 2019 and received on 27 December 2019.

Lot 4 was awarded to Cagayan de Oro City-based FilHolland Corp., with the NOA released on 22 December 2019, and received on 27 December 2019.

Lots 11 and 12 were awarded to Taguig-based Concrete Masters Inc., with the NOA released on 22 December 2019, and received on the same day.

Lots 14, 16, 17, 18, and 19 were awarded to Quezon City-based LTE Concrete Solutions Inc., with the Notice of Awards released on 26 December 2019.

As these are all Notices of Awards, MaxDefense is still waiting for the Contract Signing to take place, as well as the Notice to Proceed to be released which will be the basis of the start of delivery deadline.

It is expected that the Contract Signing to take place within January or February 2020, or it could have already happened without much fanfare due to the projects being low-key ones.

With almost all lots having a 135-day delivery period, MaxDefense expects these equipment 
to be delivered by the respective winning proponents before July 2020, if no delays happen.


The "Beavers" are expected to receive more construction equipment within the year as most of the lots under the Aviation Engineering Equipment Acquisition Project of the PAF were already awarded late last year, and may have their contracts signed within January or February 2020. 18 September 2020:

On 11 September 2020, SANY Philippines confirmed that they did a partial delivery of pneumatic tyre rollers and tandem drum rollers to the PAF, with photos shared on their social media account.

SANY Philippines also confirmed on 15 September 2020 confirmed that they delivered 3 units of SANY SSR120AC-8 10-ton single drum rollers, 7 units SANY STR30C-6 3-ton mini tandem drum rollers, and 1 unit SANY SAP60-C asphalt paver.

07 December 2020:

The Philippine Air Force received the initial batch of engineering and construction equipment it ordered from respective suppliers.

Based on the photos posted by the PAF's 355th Aviation Engineering Wing, the following were among those delivered:

Lot 3 - Tracked Excavators:
    * Long Carriage 21-ton Tracked Excavators: 4 units Doosan DX225LCA 21.5-ton tracked excavator;
    * Long Reach Long Carriage 21-ton Tracked Excavators: 2 units Doosan DX225LCA (with long reach arm) 21.5-ton tracked excavator;
    * 5-ton Tracked Excavators: 6 units Doosan DX55-5B 5.5-ton mini tracked excavator

Lot 14: Rollers Single Drum Big: 3 units SANY SSR120AC-8 10-ton single drum rollers;

Lot 16 - 3-ton Tandem Drum Rollers: 7 units SANY STR30C-6 3-ton mini tandem drum rollers;

Lot 17 - 10-ton Tandem Drum Rollers: 4 units SANY STR100C-6 10-ton tandem drum rollers;

We were informed that Civic Merchandising Inc. delivered the 3 sets of UD Quester GWE tractor prime movers paired with low-bed trailers under the Aviation Engineering Equipment Lot 5 - Prime Movers with Low-Bed Semi-Trailers Acquisition Project.

The delivery was said to have been made in late September 2020.
