Field Ambulance (Phase 2) Joint Acquisition Project of the Philippine Army and Philippine Marine Corps

Under the Capability Upgrade Program of the AFP Modernization Program under RA 7898, both the Philippine Army (PA) and Philippine Marine Corps (PMC) requested for the acquisition of additional combat Field Ambulance vehicles to improve its medical evacuation capability to move injured personnel away from combat front lines, and provide medical assistance to military personnel in  during peace or wartime operations, and to assist in humanitarian requirements.

The Field Ambulance (Phase 2) Joint Acquisition Project of the Philippine Army and Philippine Marine Corps was raised to meet the service's requirements for such capabilities, benefiting the financial assistance provided by US Military Assistance Program for the project.

Overview:

Under the Field Ambulance Acquisition Project, the Philippine Army and Philippine Marine Corps requested for the acquisition of field ambulances which would allow them to transport wounded personnel quickly to field medical facilities during combat operations, or to provide humanitarian assistance and disaster relief (HADR) support during emergencies.

An initial project called the Field Ambulance (Phase 1) Joint Acquisition Project of the Philippine Army and Philippine Marine Corps, which was contracted in 2012, called for the acquisition of 60 units of field combat ambulances, which were acquired through Government-to-Government (G2G) deal with the South Korean government.

Of the 60 units of KIA KM451 field combat ambulances delivered under the project, 48 units  were delivered to the Philippine Army, and 12 units to the Philippine Marine Corps between late 2012 to January 2013.

Prior to this project, the Philippine Army and Philippine Marines already received 60 Kia KM451 combat ambulances acquired in an earlier project. Credits to original sources of photos.


A requirement for more field ambulances was made by the Philippine Army, this time to make use of the assistance provided by the US government under its Military Assistance Program (US MAP). The new project, called the Field Ambulance (Phase 2) Joint Acquisition Project of the Philippine Army and Philippine Marine Corps, was expected to be awarded to an American company due to the conditions of the US MAP.

In 2014, the US government awarded the contract to supply the field combat ambulances to American vehicle manufacturer AM General, with the vehicles expected to arrive in 1 year.

On behalf of the Philippine Army and Philippine Marine Corps, the Armed Forces of the Philippines (AFP) received the first 23 M1152 Expanded Capacity HMMWV combat ambulance in January 2015, with the last 7 units delivered by March 2015. Out of the 30 units received, 26 units were turned over by the AFP to the Philippine Army, while 4 units were given to the Philippine Marine Corps.

Since the M1152 is based on the HMMWV where the vehicle originated, it can benefit from the AFP's experience and know-how in maintaining and sustaining the HMMWV family of tactical vehicles, it would not be difficult to transition to sustaining the HMMWV M1152 field combat ambulances.

Later on, the Philippine Army raised another project was created for the acquisition of more vehicles, this time paid for by the Philippine government under the Horizon 1 phase of the newly-approved Revised AFP Modernization Program, which is discussed separately in another resource page as the Field Ambulance (Phase 3) Acquisition Project of the Philippine Army.

29 January 2015:

The US Embassy in Manila confirmed in their page that the Armed Forces of the Philippines has received the first batch of 23 M1153 Expanded Capacity HMMWV high-mobility combat ambulances from the US, and were handed-over to the AFP in a ceremony held at Camp Gen. Emilio Aguinaldo in Quezon City.

According to the US Embassy, 7 more vehicles are expected to arrive by the end of February 2015.

The total value of the project is US$18,993,629.00.

Based on the photos from the handover, the vehicles are has a similar external look as most M1153 vehicles sold to other countries.

The Philippine Army will be receiving 26 units of the M1152 HMMWV field combat ambulances, while the Philippine Marine Corps will receive 4 units.
